Despite the work of law enforcement officers, child pornography arrests are rising over the years in Canada. Back in 2003, a total of 913 instances were reported, but that had risen all the way to 1,919 incidents by the time 2012 came around. The total increase is about 91 percent. When looking at the numbers per 100,000 people, there were 2.89 instances in 2003 and 5.5 in 2012.
So, what caused this increase? Experts can only speculate, but they think it may have to do with a number of factors, including programs like Cybertip that allows people to send in tips to the authorities. They have also noted that the population in general may be more aware of these crimes now than they were in 2003.
In essence, these experts are saying that the rate of crime may only appear to have gone up, simply because more people are being caught. With crimes like this, it is only really possible to get statistics based on those who are arrested. Crimes that go under the radar don't show up in the numbers. Therefore, what looks like an increase could just be an increase in law enforcement activity, even if the actual amount of instances is the same.
However, experts also noted that the Internet itself may play a role. The Internet is more widely used and easily accessible in Ottawa now than it was in 2003, and that's a trend that continues each year. This could make it easier for people to access child pornography, as well.
