The Youth Pre-Charge Diversion Program was recently launched in Toronto -- similar to the Ottawa Community Youth Diversion Program. Authorities say the aim is to break the cycle of juvenile crimes by giving young offenders of minor crimes the option to work with agencies in their communities rather than putting them behind bars. However, offenders will know that, if they fail to complete the program, they may have to face criminal charges.
The plan is for police officers to identify juveniles who seem to need individual guidance to prevent them from spiralling into a life of crime. The minor crimes they mentioned will be those of theft and similar incidents. Community agencies will provide support that might turn a young person's life around.
Further reports stated that data would be gathered from the program that will help counsellors with understanding the circumstances that may push the youths toward criminal activities. The information will also assist authorities to plan for the needs of the juveniles while they are in the programs. A youth equity advocate says the manner in which a kid's first charge is handled can determine whether he or she will grab a second chance or turn to a life of crime.
Parents in Ottawa who are informed that their children are in custody may panic and not know where to turn. The most appropriate step might be to consult with a skilled lawyer who has experience in dealing with juvenile crimes. A lawyer can intervene and work on getting an accused juvenile into the special youth diversion program of the area for counselling and guidance that could get him or her back on track and on the road to developing into a responsible adult.
